How would you be able to do that on Scratch? The timing thing would be quite hard; ya know: day, night, people waking sleeping, store time openings, fish and bug respawns, etc.

but just the normal stuff I guess, but dimmed down.

like fishing in only one set pond, and ocean
no fossils
bugs spawn on trees randomly
a simpler museum
fruit collecting
flower planting
meeting up to three friends
house? maybe tom nooks

it seems pretty hard for somethign like scratch lol

Yes like the one on gamecube...check out te project animal crossing population 1 it's a small demo but it's an idea...I think your right but I'm thinking about some other way of playing animal crossing...
