Which doesn't apply here. Obviously, militarydudes is homeschooled and wouldn't be operated by that department, and I'm fairly certain he's American.
Also, Chrischb is homschool'd in a different country so that totally rules him out.

Well, the educational part is for the developers. As long as your first person shooter isn't really violent, you're golden.

You have to attend an American school. If you're attending school in America, you're good to go. If you're attending a school outside of America, the school has to be supported by the US Department of Defense.

The Youth Prize is open to all students in grades 5 through 8 from any US school (including international schools operated by the Department of Defense). All students entering the contest must receive grade validation from a teacher, school administrator or parent.
It seems to indicate that they want students attending American schools (either in the U.S., or overseas). I think American schools established outside the US might be included; I think you probably might not be able to enter unless your school was US-based institution.

But everything I've posted is based on what I've read on the website. I think if everyone took the time out to read what is on there (as well as sign up for their e-mail updates), they'll find most of the answers needed about entering the contest.

Nope, it does not use .fla files at all (which is why we have custom preloader issues), and is technically free, all you have to do is ask.

To me, that sounds like they're saying a game will be judged partly based on STEM (Science, Technology, Engineering, Math = STEM) in the game. If my interpretation is correct, then yes, the game will have to be educational to some extent.
