As other people mentioned, the prize isn't deliberately $50,000, just the sum of the value of all of the prizes is $50,000.

Which doesn't apply here. Obviously, militarydudes is homeschooled and wouldn't be operated by that department, and I'm fairly certain he's American.

I know, but with the criteria that US Dept of Defense schools being allowed to enter, I had to point out that one doesn't necessarily have to be currently residing in a US; they just need to be a student attending an approved school (which could either be in the US or a US operated school overseas).
