Unless I'm misunderstanding the rules, I'm not sure if Flash counts here; I can't even think of a Flash file creator that's offered for free (even Stencyl is not really "free" since it'd only being released as a beta for those willing to test it

I redownloaded Scratch on a different computer and actually managed to figure out the problem. Scratch (or at least my version), can't import .png images anymore.
This is actually good news, it just means I won't be able to use shyguy-kingdom but that's not a big deal.

I think your right demosthenes, there's nothing in the rules that says it has to be educational (but it might be a plus if it was added in there and it was fun ^^).
PNG files have a tendency to be large, BMP files... not so much. Maybe you'll just have to convert to BMP prior to uploading it into Scratch so you don't get a VM error?
At most, it does has to incorporate STEM values, so to anybody entering, I would suggest doing a quick glance-over about what STEM is all about.

Okay, let's clarify the platform issue right now.
To my understanding of the contest rules, one of the requirements for the contest is that the game has to be created on a platform that is offered for free. Gamemaker, Gamestar Mechanic, and Scratch are listed as examples - so my guess is that users are not limited to using them. Something like Starlogo TNG or Alice could also be considered since they are also offered for free.

I'm not sure, it doesn't say on the website (maybe they don't have all the rules up yet). My guess is that you have to sign up to get notices about the contest by e-mail.

I believe international schools operated by the [U.S.] Department of Defense are also allowed to enter the contest. So, not necessarily living in America, but rather, students who attend American-based schools.

Oh, one more thing: I just noticed this, there is also a STEM contest with a Developer Prize for experienced game makers [adult U.S. citizens, over 18 years of age] who are interested in designing games for young children (see here) - a really big lucrative who want to get into the game design industry.

Cool! If I were still on mid school, I'd enter. Unfortunately, I'm 3 years too old. It's kind of odd that they don't have a contest for high schoolers. It just skips from 8th grade to 18...
