I don't think you have to worry about that. They gave a list of sponsors on the website like Microsoft, AMD, etc. Those are the folks that are paying for it.
Also, the $50,000 is the total value of all prizes...there isn't an individual prize of that amount. Reading from the website, they mention things like laptops, software and so on. Still, it looks like a lot of fun and a great opportunity for Scratchers!

You can download Scratch again, Gods Quest 3 would totally win you money. Gods Quest 1&2 were some of the best projects on Scratch I've ever seen, and I've been here since '07.

Not necessarily. Speed and screen resolution might be important for some types of games...but you could certainly come up with a game type that plays to Scratch's strengths. One strength is the speed that a Scratch game can be built. The timeline here is not very long - a platform that can be used to build a game quickly might have an advantage.
