How to make AI?

Hey, I have seen a game where there were enemy planes attacking a city. They were programmed to aim their machine guns and bomb(s) and drop them on the city, and the city would respond by changing to a fire costume, and it would change to a more intense fire costume as the bombing got heavier. What are some basic scripts for the plane and the city?
