The New Scratcher rank was created to reduce spam - so it's natural that the restrictions for New Scratchers should be focused on that. New Scratchers can't use the url and image BBCode tags, and they have the 600 second rule - that's perfectly reasonable. But why should they not be allowed to edit or delete their posts? I don't see how editing or deleting their posts could be abused by spammers.
No, I haven't found the restrictions myself - I found them here. If the list is wrong, then this topic is useless, sorry if that's the case. ^_^

I've never needed to delete or edit a post, but I think that feature should be removed! Considering that I'm a New Scratcher, I should want this feature removed, but I really think that New Scratchers should be able to!

They could say something bad, then quickly edit or delete their way out of trouble so that a passing mod will not instantly see what they just said.

Additionally, reversing the process colorfusion brought above: New Scratchers could say something good and then edit their post to post inappropriate content (we caught some trolls and commercial spammers abusing the Edit function to post unwanted content on the website, hence why the Edit button is disabled to prevent editing).
