I guess he could vote for himself in his top 2 or 3, but that would make people think less of him. Do you understand why?
It's because he's voting for himself to get in, rather than people who would do a good job moderating. Unless he feels that he would be way better than everyone else running. Although, the higher on the list, the more probability that it's just for popularity

I personally think that for the most part, the miscellaneous forum should stay, so if you don't like it, it can be ignored, but otherwise, you can post on it and such like other forums. Despite the amount of spam, I think rather than deleting miscellaneous or moving it to another part of the Scratch Website, I think a better solution would be to have better enforced rules, for a more friendly environment.
