Getty is right. Wait some time, then you will receive the title "Scratcher", and the time will be reduced to 60 seconds.

They want to prevent new people from spamming. That's why it's 10 minutes.
Be lucky, it used to be like 15 mins. Become a regular scratcher and it's 1.

Yeah, there was a big one with inappropriate stuff that you probably don't want to know about that was the climax of a little series of spam attacks.
