Pokémon Rescue Team
After I learned of Lucario Rank, I got into this game again and discovered iot was actually pretty fun! I ended up getting Lucario Rank today! 
(I have Blue.)

I think this can go in the PokeTopic since it's about Pokemon. Poketopic is Pokemon in general, Pokemon Center is Trades etc.

A quick Google image search of 'blackstar face' turned up some bad results, and the ones that weren't gross were all anime girls, so now that's what I assume Robot is trying to say

I think you get it.... um um... i forget, but its in a dungeon with some girafirig...
i have red, and i beat it. My sceptile is 100, but im not lucario rank.

Talk to Whiscash after the Rayquaza event.
Later, you can get it, as well as HMs Waterfall and Surf, in Solar Cave, but you need a key (which you can find in Solar cave)
