I disagree.
I say that New Scratch Members is in need of the most moderating and or helping out in (Mainly helping out, though), because they're new to the community, so they have a lot of questions. And, being new to the community, they occasionally post things not fit for the Scratch forums. And, theres been a few deliberately inapropriate posts that I've seen there..
But, when I think about it, how often do mods have to close a thread thats wandered off-topic, seems spammy, is a TBG, or is against the ToU in Misc? Pretty often.. So, maybe Misc and New Scratchers.
Oh, wait, this debate is for potential mod candidates.. Well, I answered anyway.

Good question...
I'd say all of the forums need moderating help.
In Announcements, sometimes Scratchers have questions about different things in their threads, so us mods can help a lot with our Scratch experience.
In New Scratchers Forum, Scratcher's need help and encouragement in the community as they're new.
In Show and Tell, Scratchers want to see comments on their projects/galleries, so us mods are good ice-breakers
.
Users often also have many questions in the FAQ and All About Scratch forums.
Sometimes mods need to see discussions in Suggestions to make sure there's no duplicate ideas, or previously declined ideas.
Users also need help in Troubleshooting, so mods have Scratch experience so they can help.
Mostly though, Miscellaneous needs moderating to keep discussions on-topic.
These are just my opinions though

Personally, I only speak two languages: English and Dutch. However, I too have noticed some violations occurring there, and I think a sweep around of those forums every once in a while is critical, aided by the liberal use of google translate.

It's hard to moderate them if you don't know the language. I'd check reports of a different language through a translator, and do my best to moderate the topic/post in question (with the use of a translator).
