My money is more on Chillarmy to be the next Bidoof.

Also, Reshiram and Zekrom are quite nicely balanced as legendaries:

Reshiram:

Weaknesses;

Ground
Rock

Resistances:
Electric
Fire
Grass
Bug
Steel

Both Reshiram and Zekrom are weak to 3 types and resistant to 5 types, including each others secondary typing.

Steel

Resistances:
Electric
Grass
Water

I just noticed something. Don't their tails look like Card Symbols? The fire one looks maybe like a Heart or Spade. Water one looks like a club and the original one (Grass) looks like a spade possibly.
