Why some of the worst projects get the most votes

The LoveIt system is not as good as system as it could be.  This website needs a way to propel better projects forward, and the system doesn't help.

Here's what happens:
Bob makes a project in 10 seconds, and it's only a ball the follows your mouse.  He uploads it and names it "star wars: test the force" and gives it the description:
    "Avoid the ball to see how strong you are with the force. If you love it, LoveIt!"
People search for "star wars", and they don't understand the project, but they like it anyway, so they LoveIt.  There are 10 people that do this, and it gets on a list, e.g. most loved recently.  More and more of these people continue to push LoveIt, and more people that push LoveIt on nearly every project see it and push LoveIt.  It becomes the most loved ever, and the physics simulation that Kim made is still sitting there with no LoveIt's because nobody would ever click on something like that.  Think about it.  This is clearly flawed.

What we need, is a rating system.  You rate a project 1-10, and then it gets that rating, simple, but it needs binding.

To ensure that this all works, users will be the only ones allowed to vote.  This will get rid of some of the ignorant people that don't understand anything about scratch and think everything is awesome on here. (those people that LoveIt every project)
Then, for a balanced rating, the less votes a project gets, the more the rating will be pulled toward 5.0.  For an even better system, it could be that users that have been here longer/have more high-rated projects or something could have votes that count more.

I know I may seem like a control freak, but there really is a serious problem with the system, and we need to make a change.

It's already been suggested, and the Scratch team said no because if a new scratcher gets 2 stars on their first 5 projects, they'll probably quit.

The rating system has been resolved already (read the sticky for resolved suggestions).

Younger people would feel horrible if they got rated low. Also, people could make multiple accounts to rate their stuff well.

Remember - people give love its because people love the project! So there's nothing wrong. (If you're wondering, things have been done recently to help more projects get loved, not just the super-loved projects.)

I have an alternate idea;  based on the amount of downloads or view:loveit/comment ratio there could be a section of "neglected projects" or something similar.  Think, if there is a project where half of the people that see it leave comments, maybe it's actually very noteworthy.  The only flaw I find in this is if there is a small circle of friends that all view and comment on each others projects a whole ton.  Of course, that could easily be avoided by making sure that not all of the users that do that are the same people.  We all know that this system is not ideal, and a new section based on that could most likely boost up projects that really deserve it.

I would really like some input on this matter.

The Top Loved has more to it than loveits... downloads, remixes, tags, and so on have an effect.

This is true, but same, same,
all of those things are based on how much attention a project gets.  I understand that remixes may prove how remix-worthy a project is, but it also might be a sort of "my chain pass it on" kind of project.  Not that they are bad or anything, but most of them require little effort.  Again, this is heavily based on the popularity.  I think that
#of users commenting/views,
#of remixes/views,
#of downloads/views,
are much better.
The only thing would be that there would have to be sort of a limiter, so that 1 person viewing a project and 3 downloads wouldn't be the top rated.
Or even, have a completely random projects section, where you can look at any kind of random things, and possibly discover underrated projects.
I think that stirring up the mixture is the best way to bring the good parts to the top.

But as a suggestion, what if users had the option for people to rate their projects or not. For example, in a little corner in "My Stuff", there would be a little box that says "Would you like to allow people to rate your projects?"
If the Scratcher presses "yes" then people can rate the person's projects, if the Scratcher presses "no", then people are unable to rate the person's projects.

could  i say that most of the good project makers are never seen ok imaginge a cooking pot of seaweed the fresh seaweed was on the bottum so if we added some sugar ( random project section ) and some spice (forgoton project section) we could make scratch a better place for all
