This has been suggested before. DSi would be impossible, I don't think there's support for squeak on it, and iPhone, they made one, but apple rejected it.

Apple hasn't entirely rejected the iPhone version - but they've put it in the limbo where Apps like Google Voice go where Apple can't legally deny it, but don't want to put it up on the Store.
The good news is that Apple has changed their contract yet again, so there's a strong likelihood the app should be back up in the App Store in a few weeks.
The app wasn't made by the Scratch Team, however, and DSi programs take a lot more work than those on the iPhone, so I find it unlikely that a full-blown version of Scratch will arrive on any portable non-PC-like device (iPhone Scratch only allowed you to view projects).

Unfortunately, while you're right that Apple has changed their stance again, you've misinterpreted it (or heard the misinterpreted version), like many other people. Apple has NOT changed their policy to allow third party code, such as Flash, to run on iOs devices. What they have changed is their stance on third party app development tools, so now you can develop iOs apps on any programming environment you want.

Perhaps you've misinterpreted what I meant to say.
Apple has changed their review guidelines so that almost any reasonable app can be let through, not just any app that Apple likes. Google Voice was previously denied; now Apple has confirmed that it will be added to the store once more. Scratch was in essentially the same position as Google Voice, which is great news. Apple is no more a "control freak" (which they even called themselves) and now they're actually letting some decent apps through.

Oh! I thought you meant this change in policy, since a lot of people misunderstood it. (And it's more recent) Silly me.

Is there some way that we could make an iPod/iPad/iPhone Scratch app that looks like Scratch but actually uses C++ or some other language, and is interpreted using whatever iOS uses? (P.S.: I'm an Apple developer [you know, the type you can sign up to be], so I can make apps)
