Well... They can do it if they put in Report Abuse Button to report to Scratch MIT edu...

But the "Flagging" system we have right now relies on an extremely open system of commenting. Lots of people don't flag things they find inappropriate - and thus, the system could be used to bully those who don't know about the flagging system.

Well, if by "forum e-mail" you mean e-mail digests (summaries of posts/topics on the forums), then this option could be easily accessed under "Forum Options", then clicking on E-mail Digests. I use it all the time.
