I disagree. I think the Scratch Team is truly overreacting to the consequences of closing/moving misc. Although some say that the spam would spread to other forums, I disagree.
I personally, am flexible. I'm ok with both of the solutions; moving misc and closing misc.

What would that do? It's the same thing as anger. Letting your anger go by screaming or something won't get rid of pent up anger inside of you. It'll make your body get used to the feeling of being angry. The spammers won't release all of their urges into this one topic. It'll make them want to spam even more. Also it'll attract crowds who think that we allow spamming here, and we don't want that.

There project-less chat galleries are much harder to track (and thus harder to moderate); I've caught a lot of them a lot of them floating around already, so imagine how many more would increase should Miscellaneous be closed.

Mnn, I don't really see it that way - I stumble on a lot of chat gallery topics that break the Terms of Use, and from reading them, I'd might say they're worse in behavior than what I've seen in Miscellaneous.
Aside from that, most Miscellaneous flare-ups are usually controlled fairly quickly because there's usually someone who is watching over them; and on calm days, Miscellaneous can actually be rather quite nice with interesting discussions (like discussions about experiencing a Ramadan fasting, going to MIT, long words, art critique, or Salvador Dali).
Something I've noticed with Miscellaneous over the years is that usually trouble spots are limited either to certain topics or certain users (and when these are usually taken care of, then the mischief goes away), so I'm not inclined to think that Miscellaneous is the main problem here (hence why I believe closing it completely doesn't help).
It think its more up to us Scratchers who currently use Miscellaneous to turn it into something more positive. I've said it before, and I'll say it again: The power of remarkable change is in our hands. Now let's use that power to move Miscellaneous in the right direction.
