Yeah, something like this could work.
Have http://developer.yahoo.com/ypatterns/social/people/reputation/achievements.html collectible achievements.  Those are pretty good, because they're small numbers, perhaps 1 may be better even.  so that it does not encourage low quality, just to get the achievement.

What are some other achievements?
- Use the X block in a project.
- Complete a tutorial, and post your results.
...

(Although I don't think achievements should only be listed on the forum. Also, the forum as-is segregates the community, I would hope for something more integrated with the rest of the site, but that's another topic.)

That's a nice addition to archmage's original idea. Out of the ideas I have seen here I mostly agree with archmage's because it really would encourage scratchers to complete various things and it might even take us out of the popularity meme we are currently in. Of course with every programming website there is competition, but I think the scratch team has been trying to minimize it and convert it into collaboration. Hopefully, your idea may be considered -- though I'm not sure it's even possible to implement this on the forums since it is based on Fluxbb.  hmm
