A simple animated GIF should do the trick... Just do a Google search for "Animated GIFs" and a wide array of them should pop up.
And, as previous posters mentioned, you can also use GIMP to make them, though I'm not entirely sure how to do this. This topic should explain it for you, though

You can get a gif (animated picture) from the internet and save it as "something.gif" and then set that picture as your icon, or you can take part of a movie and import it to something like adobe premier pro, and export it as a gif.

I usually use GIMP for animated ones. I used to use Gickr but it kinda sucks... I found out only today how to animates stuff. I'm too lazy to read the online guide to GIMP XD
