Yes, the top picture is from Pharo which is just a better looking Squeak with more frequent updates. No, Pharo didn't add a debugger. Here is some proof:
This is a picture of part of the debugger from Squeak4.0. Scratch was written in it, so the debugger should be there! It is an essential tool in Smalltalk programming...
