Actually, you're manually upgraded by the Scratch team when it's decided you're a good community member. There is no set waiting period or number of posts, to prevent spam.

It depends on a lot of things. Basically, all you do is being active over here, create projects, post some comments, help people out on the forums, and the 'new' will disappear soon enough

But nobody really knows when you get upgraded 
@Zinc- it might be beneficial to the troll to wait until the community and Scratch Team trusts them prior to trolling.
