There once was a user named Kaj who left some left some pretty nasty stuff on the Scratch website, and somehow it exploded into some kind of tall tale. What Lightnin said in a previous comment pretty much sums up the story of Kaj.

They haven't been active for probably a year or so, but a lot of people in the community still seem to be afraid of them. So Kaj isn't really a real user - it's more like a bogey-man, an imaginary bad guy that everyone is afraid of.
As with any user, it's not a pretty good idea to be talking about other users on the public forums. But, of course, if you see anything inappropriate on the forums, flag the comments to report them to the Scratch Team.
