Can't post on Forum Games
Hi I am new here... But Looks like gonna be here for a while...
I was trying to get info about the rules here but could find answer to my question. Do I need some min number of post to be able to post in Forum Games Section for example?
Please tell me where I can read more about this kind of issues.

Are you looking at the forum games in the Archived Forums section? No one can post there, because it's archived. It was replaced with the new TBG forum, which you can find here.
You won't be able to post any new topics there until your account changes from New Scratcher to Scratcher (I don't know the length on that forum), but you'll still be able to post in topics.
I'm taking a break from Scratch until 2.0 comes out. Any messages sent between then and now probably won't be read - sorry.

As hmnwilson said. 
Sometimes you can get past the new topic problem - if you post what you want, a mod can make a thread for you and do stuff so you own the topic.
