The Miscellaneous description reads, "Use this forum if you are not certain if the topic is directly related to Scratch". That doesn't really fit with Miscellaneous's content... most of the topics there have no relevance to Scratch - and honestly, don't belong in the Scratch Forums. Yeah, the description says, "if you are not certain if the topic is directly related to Scratch" - I think those people know that their topics aren't really relevant to Scratch.
Um... those topics don't really fit with the description, do they?
Three choices:
• Change the Miscellaneous forum's name. "Off-topic" should suffice.
• Change the Miscellaneous description. Something like "This forum is for discussion topics that are not related to Scratch", maybe - I think that's pretty accurate.
• Change what's allowed in Miscellaneous. Following the current description, Miscellaneous should contain topics that have some relevance to Scratch, but don't have to have as much as the stuff in All About Scratch.
What do you think?

Great ideas... But I still think that I like misc the way it is.
Some relevance to Scratch would be nice, though. Many topics in misc are seriously silly.
So... I agree with all of your points, but... I like misc the way it it.

Yeah! Great idea! I'm afraid this may put more emphasis on the already large aspect of chatting on the website, though - and calling it "Off-Topic" doesn't necessarily encompass all of the topics in there. I think the name "Miscellaneous" should suffice.
Changing the description, I agree with - but I'm not sure I'm a huge fan of your description. Something like "This forum is for discussion topics not related to Scratch" sounds a lot more professional than "Whatever you want."

The one of those that I like most is the description change. A very slim percentage of that stuff is related to Scratch, so the description should agree with that.

1. I don't like changing the name, because then it further-more encourages people to spam more.

I answered that before, too:
I daresay I have suggested this directly to the Scratch Team, and after lengthy (as an understatement) discussion, me and the rest of the moderators have decided that it's rather impractical for a number of reasons I won't bore you with here.
However, I will give you the main issue: The TBGs are almost entirely community-run. This is simple with something like the TBGs where very few fights break out, and very rarely; however, on Miscellaneous, spam-like topics and flame wars break out almost consistently. Without the intervention of the Scratch Team as a largely patrolling force of the current moderating team, us moderators would be absolutely worthless. If Miscellaneous were moved to its own section, the new forum would be left with plenty of moderators who know nothing about what they're doing.
We've discussed this in so much detail that you won't believe it.
