There are permanent bans and temporary bans.
If it doesn't say "You will be unblocked in __ days" you're banned forever until you send an e-mail asking to be unbanned, and there is no guarantee there.
And I know you're other account anyway.

It didn't say the you will be unblocked thing. I think it's been a week since I've been banned. It's weird how they only unbanned this account.

You could try the "Contact Us" link to talk with the Scratch Team about being unblocked on your other account
