Is there a way to make text that's one color and has a different colored outline? I need it to help make stuff visible when it's touching two colors.
An example is the cursor, it's black and white so you can always see it.

Actually, it is possible to do, I've done it before on Scratch. You type your text, and make sure it's the right size and font that you want. Then, you take the paintbrush and paint an outline around it. It's not the best way, but it is possible to do.

It's easier to just use something like paint.net and overlay two different sizes of text though.

Some fonts on my computer have transparent bases and coloured in outlines... A few of those font names that I can find are:
Earwig Factory
Planet Benson 2
Castellar
Colonna MT
Kredit
If you have any fonts like those on your computer, you could try typing the letters with the colour you want the outline to be, then shading them with a brush in the colour that you want the base of the text to be. It's a little quicker than drawing the outlines yourself, because you don't have to be as precise... unfortunately, there are only a few fonts like that
