Thanks! I got them off a website of Sonic 2 cheats and apparently the creators of Sonic 2 XL forgot to take them off, or just kept them on there for the sake of being easier.
I'm getting a Genesis soon, I'll test them out

Or you could just go to the emulator I showed you and download a Sonic 2 rom off RomNation (safest rom site) and play the game on your computer. Its alot easier. And you can use the cheats on there.
