Perhaps make a project that could get featured or attract a large audience...
...otherwise, I don't have any other suggestions. It doesn't really matter if one is "famous and popular" on scratch, so don't be discouraged if you are not popular.

I don't really know. I've made a lot of freinds, and they help get my projects up there

Agreed.
Just do your best to make good projects and be a good community member, and maybe you'll get famous. But ultimately, popularity isn't that important.
I know, but I make good projects and get nothing while Maki-Tak can just speed up badly timed animations and get topped.

In the end of everything, popularity isn't that important. You should do Scratch because you enjoy it, not because it gets you lots of views. Heck, I've been around here for 2 1/2 years, and I haven't gotten popular (although I'm sure some of you may disagree, I don't think my projects are excessively popular).
Here are some tips to get you started:
* Be a good and active community member! That helps A LOT.
* Try your best to make good projects!
* Perfect your projects before sharing them. Make them smooth.
* Make your projects pleasing to the eye. It helps.
* Advertise your projects in your signature and in the Show and Tell forum
* Don't have a signature. This may seem a little weird, but I personally don't have a signature, and I think it makes me stand out from the rest Also, when you do have a signature for advertising your projects, people say "What's person x got a signature for?" and then they go check it out. It's worked well for me.
* Don't spam.
* Speak with good and proper grammar.
* Don't get into arguments. This helps keep your figure respectable.
* Tags don't do anything. So it doesn't matter.
I kind of got a little sidetracked and started listing ways to be a well-respected figure, but hey You should aim for that, too!
JonathanPB also made a wonderful topic on how to get your projects and galleries lots of views. You should check it out! http://scratch.mit.edu/forums/viewtopic.php?id=24770

Am I considered popular? xD if I am, all I can say is:
Do the right thing, don't do drugs, eat right, be a good friend.

You have to get lucky, I think.

Otherwise my grandma would be widely popular xD Time isn't a magic maker. It's the hardwork and sweat you put into everything you do. Singers don't just sing one song then become superstars (well, justin beaver doesn't count because he's god-awful) they sing until they think they are popular. Plus, you don't need to be popular at all to have good time. I hope everyone relaizes that ;P
