I know they want an effect but a ripping effect or a dripping effect like the the obsolete water effect?  hmm

Could you explain a bit more?
You only really used 1 word in the whole of the post including the title, its normally good to give as much information as you can and a good title.

My guess is you want a tear effect, if you mean making the sprite cry, that would be almost impossible for the staff to make, easily done yourself, barely anyone would need it, and to specific for an effect.
If you mean ripple, it would of probably been better calling it ripple, it would be a better idea but can probably still be done with a mix of fisheye and swirl.
