When you upload a project, it automatically puts a link to the download above the project notes. To link to a project download, you put "/download" after the URL, without the quotes.
For example, BWOG's project "999,999"'s normal URL is http://scratch.mit.edu/projects/BWOG/999999
To get the download link for that, it's:
http://scratch.mit.edu/projects/BWOG/999999/download
