I do believe that it's just a blank profile. Because when you go to scratch.mit.edu/users then you get the same. This means that somebody did not make this profile because it has no slash, meaning there is no file. It is just the index to the "users" folder.

I think it was probably a "deleted user" that you saw wrong. I'm pretty sure there's no way that it could've spoke, because look. You say you put it on your friends' list, but the profile says "no friends yet", which definitely points to it being a blank profile.
But anyway, I'm gunna put 'im on my friends list right now.
