the 60 second rule is pretty much needed if you don't want to be devoured by trolls, spammers, chatters and more.
but i think that someone who has never been flagged an has been active for at least a month should not have it.

I don't support. This would probably result in much commercial spam if it was taken away. By the time the mods would ban the said IP address, the damage would probably be done. Everything is there for a reason. OH and also this would probably fit better in Suggestions, even though I think it's been suggested a billion times.

I think that Moderators should be able to give people a 30-second rule or a 120-second rule depending on behavior. It would start at 60.
