To "bump" a topic means to post in it just to put it closer to the top of the forum, so that more people see it and possibly reply to it.
It's usually considered good to leave quite a long while between "bumps" - once or twice a day is usually enough to get a topic noticed without being seen as annoying. (eg - if someone bumps a topic every 10 minutes, others might class it as spam, and be annoyed by it).

It fact, it's best if you have to bump twice in a row to delete the above bump so the topic is more readable

You know, I'm not to sure... I think the system marks all topics as old topics once you've been logged in for X amount of time, or when you log out for longer than Y amount of time, or when you click "mark all topics as read". I don't know what the time limits are, though...
