To me it looks like yes, the scratch program will work on the DSi, however, it will only work offline, since Java isn't supported by them yet.

you don't need exes to run a scratch project.
you need an executable program which can run the image on your platform. that is an EXE in windows, APP in mac, not sure about ds.

I have a DSi, it is only possible if you have Java and an SD Card.
Download Java onto your SD and you downloaded version of your project. Put your SD Card into your Dsi and go to the system memory or management (can't remember) and go to SD Card copy java and scratch, and you've got it. This could badly ruin you Dsi.

I've just found out. I'll contact nintendo and ask them. The other option you have is to by TTDSi. (£10-30)
Just convert your scratch project into a game format and put it onto TTDSi. You can also download games onto it to, comes with cheats. Sadly, it has now become illegal to do this in the UK, and awareness has gone up. but you can try to. If you use TTDSi for about a year, your DSi game slot will become unresponsive.

You claim that downloading games is illegal in the UK. However, this is not exactly accurate. You can still legally download HOMEBREW games. Just that commercial games are, well, copyrighted, and downloading is a copyright violation.

Oh, it is possible if you find the time to code a version of the scratch vm for DS. I've tried a couple of versions and it doesn't seem to work on my DS, so I'll be forced to write my own Scratch game loader and re-write Scratch to be just a playback engine.
