Alright, so I think it'd be really cool if there was a bigger incentive to get love-its and views- leaderboards! Love-its, views, and remixes will all add up into points, and more points = a higher place on the leaderboards. What do you think?

Actually, they don't want people competing for love its, ect. That is why they got rid of the top loved of all time section and others.

Also the top loved people will stay at the top while the bottom ranked people will just get lower.

If your goal behind this idea is to improve the quality of projects:
I believe that could happen better with tools that make it easier for scratchers to collaborate and help each other.

Then why not have it so you can enter a project in the leader board if you want to? And have friend leader boards too

It used to be top loved all time... but it rarely changed.
Scratch is a creative site, not competitive. More scratchers used to make projects because it's a fun, challenging outlet for creativity and such, NOT to get famous, seeking the "love it" or "views" score.
(I believe the "love it" could be better by making it specific to tags. Improve the quality of tags, then each tag (and combination of tags) becomes a mini front page.... There may be some competition inside tags, but I think it would be more constructive.)
