To make a forum? You must be a part of the Scratch team to make a new forum, which is like what "All About Scratch" and things of the like are.
You must be a member of the Scratch community to make a thread, which is what you just did.

In which case, yes, you have to sign up for the Scratch website in order to post on the Scratch Forums.

You mean a third party forum? You can do that no matter who you are. If you're a Rabbi from Guatemala you can make a forum. If you're a starving African child (who has internet for some reason), you can make a forum. Doesn't matter if you're a Scratch Team member or not.

You have to be in the scratch team to make a whole forum topic/section on scratch.
To make your own forum you can be anyone who knows a bit of HTML.
You need to be a member on scratch to make a thread or post on the scratch forums.
Although you worded your question weird, I think one of those should answer your question.
