No, you can't post on it because they're archived, which means they're liked 'closed topics', except they're total forums. It's when we don't need them anymore. For example, 'Text-Based-Games'. It's archived because it was changed from the main forums to a new site.

You can't post on the archived forums are old forums that got closed. But are still stored on the website so that you can go back and read them.
