How Exactly Does The Top Loved list Work?

Often I have seen projects which are 3rd or 2nd loved but are not on the front page. Why is this? is it a glitch or something?

Only one project per person can get on the front page at a time, and that project can only appear in one section. For example, the current 2nd top loved project is also featured  smile

If a project is featured, it, or another project by the same person cannot appear in top loved, top viewed, top remixed, or curated.

If a project is top loved, it, or another project by the same person cannot appear in top viewed, top remixed, or curated.

The front page "hierarchy" continues down - any project on a tier can appear on the tier above, and disappear from the original tier.

I think that in addition to what Wolfie1996 said, I think that projects can only be so old to get Top Loved, Top Viewed, etc.
