Scrolling

Hi! I Just wanted to learn how to scroll, I tried some to follow other peoples "how to scroll" projects, but when try it, It goes Back and forth forever, I tried a lot of things so please help. PLEASE PLEASE PLEASE PLEASE PLEASE PLEASE!
