The Scratch Team chooses which projects get featured, although people can recommend projects to get featured (you can't recommend your own, though).

But the Scratch Team puts the actual projects in the Featured section.
People suggest the project, the Scratch Team reviews the project, and then if they can then they will put it on the front page.

Actually, the Scratch Team don't always choose projects that have been suggested to them. Sometimes, a Team member just happens upon a project they like, and feature it. I think that's how I got featured with SFT2 - I couldn't find anyone recommending it
