First of all, welcome to the forums!

Second, and back on topic, New Scratchers can't post in misc from what I've heard. To know more about what privileges you don't have as a new scratcher, click here.

Yeah, as those above me have said, just be patient smile

The reason is that people can't go around blocks and go about spamming down there. You'll also notice you have a 600-second rule, no? The rest of the members have a 60-second rule smile
