Why would you protest from the 60 second rule? First of all, unless you are in the TBGs, you're posts should take longer than a minute to write. Second of all, it gets on the nerves of commercial spammers. Besides, the New Scratchers have it worse! They have the 600 second rule!

It's really not that bad. I almost never run into it. I think just a day or two ago a bunch of people decided to always post at least 5 relevant sentences in their replies to make discussions more meaningful and to avoid the 60-second rule. I think putting more thought into your posts is a great way to avoid such a problem.
