Only if the admin account hasn't been messed with. (Sometimes, when a new CPU is set up, they just change the administrator account instead of making a new one with administrative privileges.)
You don't need to boot in safe mode either. If you have the graphical log in screen, just hit Ctrl-Alt-Del-Del to bring up the manual input box. (Although it seems to work only on some XP computers for me.)
