Looks to me like your keyboard configuration is a bit off... It's quite strange! Does it do this on all programs, or just Scratch? I'm not entirely sure how to fix this.
If it's only Scratch that does this, you could try reinstalling, which might fix the problem.

Could you be a little clearer?
If I press the Enter Key while typing in the Sprite/Background editor in Scratch, it adds a musical note symbol (Alt-13) then skips a line, but I can't delete the musical not without deleting the new line.

That is quite strange then! For now, I guess you could try writing things up in another program and then pasting them into Scratch...
Oh! Try shift-clicking the "r" in the Scratch logo in the upper-left corner, then turning fill screen off. Click on the background an select "save image for end user." Then does it work?
