As you know, New Scratchers can't post in Misc. However, if the New Scratcher was, say, coolstuff's brother or maybe his test account, he could make a topic in new scratchers and then move it to misc! What I want to inquire, though, if that is possible and ethical. I was just curious. Thanks!

Possible, but they probably wouldn't do it as it is unfair on other users who aren't lucky enough to have them as their brother/sister

This isn't a very good idea. Let's say I made a topic that belongs in Miscellaneous, of course it would get either closed or moved there. However the problem is that in both of those cases I wouldn't be able to reply, and in one of those cases, namely the one where my thread is moved to Miscellaneous, other people CAN reply and I can't. The topic owner usually frequents and would probably be an active poster in their own topic, but that's just not going to happen if they can't reply. A moderator who has judgement, would rather close a Miscellaneous Topic made by a New Scratcher instead of moving it to Miscellaneous.
Though it actually depends on the topic itself: If it was brought over to Miscellaneous, would the topic owner have to give more information about it or would they have to do something else in the topic? If the answer is no, then maybe, just maybe, the topic could be moved to Miscellaneous. If it does not however fit into the description I said above, it should be closed.
Also you should know that being a New Scratcher is actually supposed to be a penalty in case we're one of the spammers. I guess this system would be a guilty until proven innocent thing, but it's also like the waiting area of a club. You can't truly get in unless they know for sure (or in this case, until they either create to program to do it or manually do it themselves). Anyways, along with the 10 minute rule, New Scratchers aren't supposed to have the 'luxury' (as I've seen it called before for a reason I'm not too sure why) of posting in the Miscellanous Section like a trusted Older Member would be. So I don't think New Scratchers should be making topics that should be in Miscellaneous in the first place.

I think it just gives an unfair "advantage" to some people - and we want to stay unbiased and give every member pretty much the same experience, with the exception of bans and moderating. And on top of that, we can't manually upgrade New Scratchers

Yes. I think it's a certain time amount from your first post that determines if you are a New Scratcher or not.

Technically, yes, us moderators can move such a topic into 'Miscellaneous'. In the cases you presented, though, such topics seem to be better suited for the 'New Members' forum anyway.

Well, it's a bit more than that. Other factors come into play such as how a person interacts with the community.
