Scratch

The Chat bot, which I based after Racter (very old software. You won't be able to find a compatible version.) basically rambles using a pre-built vocabulary and from it's many questions.
It's interesting to talk to, and it will talk in a complete 'conversation' even if it is one sided. I haven't really seen one that can talk as freely as it can, but I haven't been on Scratch that long, either.
