I don't know what Scratch Resources is.

Scratch Resources is a place where people share sprites, scripts, sounds and projects for other people to use. You can read about it in the Scratch Wiki article.

You can also read about it in the announcement.

Eh eh
I love this idea...
However, this would be even cooler xD

But way harder to implement.

Scratch resources also needs previews of the sprite that's being downloaded
I support this idea, though

Maybe they could include this only in online 2.0. Well, maybe in offline 2.0 too, but clearly specifying that you need an Internet connection to use it.

Cool idea! Yeah, we want to tie future versions of Scratch to online repositories of sprites, sounds, etc. So we'll probably end up doing something like this - although we still have to think about exactly what it will look like.

You also require an internet connection to upload projects.

Scratch Resources reviews everything uploaded to it before it is released - so anything uploaded like in the suggestion would be reviewed first like everything else.

That's not what I said
I mean previews of what you're downloading, like with the backgrounds

Project uploading isn't relevant to this...

That would be an interesting idea... It would be great! It requires little extra coding on the Scratch Team's part, and isn't all that invasive, either. Support!

That would work quite well, and since the next Scratch is apparently going to be online, it could probably be added somewhere easily (and hopefully in the offline version too).
