Say if you see a Scratcher with an inappropriate name, how exactly do you report them?
And what about if the name seems rude in English, but in a different language it means something else? If you do report someone in that case, would the Scratch team send you a notification saying to stop reporting people for no reason?
Take this person for example, idporn (sorry to name names). To me, this seems inappropriate, but maybe it actually means something else to what I know.

In Thailand, sometimes names have "p0rn" in them... it's just part of their language.
You can report users by e-mailing the Scratch Team - they should make a "flag user" button though... and no, I don't think you'll get in trouble for wrongly reporting users if it's understandable how you were wrong.
(Sorry for cheating the filter, but I was mentioning the word to help explain my post and not for a bad meaning. ^_^)

Can someone please report [removed] for me for his inappropriate picture? Here's his profile so you can see it for yourself. http://scratch.mit.edu/users/[removed]
[Note from moderator - Please don't post the names of other Scatcher's in the forums when you think there is a problem...that often leads to fights. Just use the Flag or Report features or the Contact Us form - that will let the Scratch Team know privately that there might be a problem so they can deal with it]

His picture is very inappropriate.
[removed] has given me some hard times. Just earlier this day, He posted a very violent project. I flagged it, then because I did, he posted it AGAIN and posted mean comments on a bunch of my projects. Then I flagged his new project and deleted the comments. He hasn't bothered me since.

Look at his projects. Specifically '[removed]' and '[removed]'. Yeah, you can tell by the names that they are not good.

Assuming a person has 3 flagged and deleted projects. I think it's quite obvious that this person isn't using Scratch for what it's meant to be used for.
Maybe there should be a kind of 3 strikes rule. 3 reported and deleted projects gets your account banned. If It was up to me, I'd make it 1, but just to be fair, perhaps 3

Having 3 projects reported and Taken down shouldn't really get you banned. In some cases, it does, but there are also minor reasons that a project could be taken down for, reasons that don't really have a severity for you to be banned at 3 strikes. For example, if there was a curse word, or some blood, or maybe a copyright infringment? I'm not too sure about that last one because of Scratch's copyright policies.

I've never heard of a project being deleted because of copyright policies. But think about it, having 3 consecutive projects with swear words is like posting a forum topic with swear words. It's not very tolerable. I can't really say anything about blood, I haven't seen anything that looks enough like blood to be deleted.

Would this be like some Automatic Program or just a plan for the people in charge of bans to follow?

In what are you referring that to?

The 3 strikes and you're banned thing that you're proposing.

We already follow a similar policy
Basically, when someone posts a project or comment that is mildly inappropriate, in most cases we'll send a notification, just so they know and have a warning that they are a bit out of bounds. If it continues (but mildly), we'll give another warning. If it keeps up, we'll block the account.
But blocks don't last permanently - it just means they have to discuss things with us to make sure they know the guidelines. If we feel confident that they will respect the Terms of Use, then we will unblock the account.

Well Lightin just answered that for you! I'm not sure if it is the same with projects though.
