Do you think that the rating of your game might depend on when it is published? Like, if there is another cool game that just came out at the time of yours being published, would your game being affected at all?

I don't really think it matters to a big degree. People will still view your project, even if there are others out there. However, I do like to publish projects in the middle of the day US time, because the majority of the scratch audience is on at that point.

I don't think it would have an effect unless you're trying for the front page - it's a lot easier competing against projects with 100 views to 400, right?

Yeah, if you care that much. Pick a time when the projects are really high and are about to get off so you can get on. Does that make sense?

I never really care when I upload projects, but as others have stated, usually the middle of the day, or afternoon is when a lot of users are on. You can also check at the bottom of the forums to see if there are a lot of users online. Although it shows who is on the forum, it gives you a rough estimate of how many people are on the scratch website at that time.
