There was one, but it was removed. (Interpreted code such as Java, Flash, etc isn't allowed in apps.)
I heard that Apple has changed their policy ever-so-slightly since then and that the app has been resubmitted, so there may still be hope.

When they get the chance. Naturally, they have a lot of apps coming in every day, and the Scratch app may take some thought on their part.

You Know What,Forget Scratch Player,I'm Going To Make Scratch (Not Scratch Player) in Xcode Then They'll Have No Choice But To Submit it.Besides Even If Apple Doesn't Approve It I'll Simply <broadcast[The App] In A Email Then Tell The Person Who I Sent It To Foward It And Then The Next Person etc.

Erm, the problem is that it's probably pretty hard to interpret that. In addition to that, we wouldn't be able to view it because you can't distribute apps via email, unless you distribute it as code, and we'd have to be a part of the developer program to test it.
I'm not sure what you mean by them having no choice but to submit it... They can deny certain apps that go against their terms of use, or just put them in the "limbo" like the Scratch app.
