I won't bother quoting and disproving your arguments, because that's already been done here by several people. But this is way too strict.

Also, your point is based on two entirely flawed premises:
1: That trolls will bring the Scratch community to its knees. This is completely wrong. Every forum suffers from trolls. Scratch has dealt with trolls before, and is capable of doing so again.
2: That trolls "form". Trolls aren't in the business of being subtle. They post for the purpose of bothering people, and have no intention of trying to hide it.

Am I the only one who is chuckling quietly to myself as I read this topic? Ironically (I think), we may have the beginnings of a flame war on our hands here.

On the other hand, if these rules are implemented, I would like to apply for the position of Official Scratch Interrogator. It would be my job to track down new and inexperienced users and ask them questions about why they haven't uploaded any projects, or why were born in February 1998. If they refuse to cooperate, mild electric shocks could be issued through the mouse until I get the answers I need. Only as a last resort would I send the Scratch Secret Police to descend upon their homes with the grim efficiency of Death itself, striking raw terror into the hearts of their family and confiscating their Ethernet cables to ensure that they will never again misspell "concatenate" in the forums.

I think my lack of recent projects makes me uniquely qualified for this position.

I think this thread has exhausted itself. These kinds of discussions are fine, but I hope that in the future they are a bit more reasoned and respectful. And remember, even if you disagree strongly, it's not necessary to respond to say so. 

And- to clarify - If we were to make a policy change, it would only be as a result of reasoned discussions with a significant portion of the community and amongst the Scratch Team - a process that would take time and careful thought.
